New Brighton works on 2010 tax levy, budget – “Sun Focus Today” – Friday, Sept. 11

New Brighton City Council members this week voted to adopt a preliminary property tax levy of just more than 7-and-a-half million ($7.619 million) for 2010. If the council should finalize that total in December, the levy amount would represent an increase of about 3 percent over the city’s levy for 2009.

There are a few key factors behind the proposed levy increase. City staff project that building permit revenues will remain low in 2010, with plans for new construction or home improvements not yet expected to rise back to pre-recession levels. A larger proposed levy also reflects a street reconstruction program that began in 2008, and city officials expect deeper cuts next year to the Local Government Aid and Market Value Homestead Credit funding which New Brighton has received from the state. The city will be saving money in 2010 by prohibiting any cost-of-living adjustments or step increases for its employees. The city has also eliminated three full-time positions of assistant community development director, recreation supervisor and marketing events coordinator. Through the end of 2009, the city is keeping its positions of city forester, deputy director of police, and senior engineering technician/supervisor all vacant, but will move to fill those three positions in 2010. New Brighton council members will have opportunities now through November to study the city’s proposed budget for 2010 and consider any further reductions. The preliminary levy figure is the highest that can be approved for next year, though the council may take action to reduce that amount before a public hearing that has been scheduled for Dec. 1. The council will vote to certify the final tax levy for 2010 on Dec. 8.

Operation Glass Slipper, a nonprofit organization that provides free prom dresses and accessories to high school girls, is hosting a sale in Blaine starting today. All proceeds will support Operation Glass Slipper in its mission to offer prom attire to local teens who can’t afford it. Originally the sale was scheduled to take place at the Wedding Warehouse on 99th Lane, but due to the volume of dresses received, the location has moved a few blocks away. The sale is in the same strip mall as Bella Restaurant, 10950 Club West Parkway, Suite 210. Dresses in a variety of styles will be on sale, including gowns for bridesmaids, mother-of-the-bride and flower girls. Separates and dresses will be on sale – perfect for little girls to use for dress-up. People are also welcome to donate dresses, jewelry, shoes and accessories at the sale, which is being held from noon to 6 p.m. on Friday, 10 a.m. to 5 p.m. on Saturday, and noon to 4 p.m. on Sunday.

Tomorrow Blaine residents are invited to join city employees and officials at an open house for the new public works facility. The event will take place from 10 a.m. to 2 p.m. on Saturday (1801 101st Ave. N.E.) with a ribbon-cutting ceremony scheduled for 10:15 a.m. Hot dogs and refreshments will be served, and the city’s equipment will be on display. Construction began in April 2008 at the existing facility, which has almost tripled in size. New offices, meeting rooms, equipment storage and training areas are some features of the renovated facility.

Watkins and North County Solutions for Change – Helping the Homeless

[Sandra Shuda] There is a picture out in our front lobby that displays about twelve hundred of our employees at that time and over the last ten years it would be interesting for you note that Solutions has actually helped that many people that were homeless at one time and now are active in the community and are working and have their families back intact. I’m Sandra Shuda , I’m the vice president human resources for Watkins manufacturing, a spa manufacturer here in Vista, and one of things that I have always a love for are the homeless people, and so did my family. Even as a young person , ten or twelve years old, my dad always seemed to seek the homeless and come and help bring them to our home and we would feed them, we would invite them to our table. I know that you know as a child they didn’t want to become homeless obviously they wanted to have a place where they could sleep and have a pillow and uh you know a shower that they can and sometimes it is a fault of their own but it’s not necessarily something that they ever dreamed of becoming homeless and so on I always try to see how we can help especially now that I work in this company and so generous with organizations within our community North County Solutions for Change is one of them. They do a fabulous job at helping people that are homeless moving into an environment that is positive, that can help and that’s one of the reasons we really love to work with them and when I first became aware of North County Solutions for Change they just have done uh they do exactly what I would want to do if I was in their shoes and that’s really to help people from the bottom of their heart. They care and love these people. I do believe that Vista as a community is also winning this problem that we have for homeless people because they actually are being very proactive. I think the community sees what North County Solutions for Change is doing and how successful they have been because if they werent successful the community would not be backing them up and I do believe that we have a community here that we live and work in that really does value human life and so we want to be able to participate and donate and assist wherever we can and I and I find that Vista I think community far more than a lot of the other cities surrounding San Diego are very proactive and very involved with the homeless. There was a time where someone had asked me you know why do I support North County Solutions for Change? Why is it that that’s the organization that we put our efforts in and honestly I just really I’ve seen the results first hand and I’ve seen how Chris and his wife run that organization. I’ve seen the facility and he has very candidly let me speak to the people there and I’ve spoken to them and ask them what they thought and how are they treated and you know what they like about it and that’s really what sells me. If I did not see results, I probably would not be contributing but that’s really why we continue to assist them.

“Daylight Savings” – original song STEREO

original title: “If it wasnt for Daylight Savings I wouldnt have no savings at all.” Good title but, way too long so, I shortened it to simply Daylight Savings. I know DST is really Daylight ‘SAVING’ Time (not ‘SAVINGS’ with an ‘S’) but, I like it better with the ’s’ on the end of the word ’saving’(s).

This song symbolizes how I feel about the twice yearly insanity of setting clocks forward and back, you know the drill…Spring forward/Fall back – Spring forward/Fall back – Spring forward/Fall back – Spring forward/Fall back – (you get the idea).

I wrote this in the 1980s after being laid off from the oilfield right around the time Daylight Savings went into effect. Sort of a double whammy, consarn it! Made me feel plum cultus! So, I did the only thing I could think of, I sat down and wrote this song. Yes, I know I made good money roughneckin’ but, I’ve been dirt poor ever since so, I guess that makes up for it (karma is a wonderful thing). Well, I made a new life for myself and things have worked out ok for the most part except for one thing… I still have to put up with the insanity of on again/off again daylight saving time – I must say once more with feelin’… I feel plum cultus, consarn it!!!

Clue, 03/06 – 03/07/09

There are many of you out there who have been following the entirety of the Clue saga, and you know what we’ve been through. I really appreciate your support and dedication to our story. For those of you just tuning in, please read before you decide to leave a judgmental comment that reflects nothing but your lack of knowledge regarding our situation.

Clue foundered back in June of 2007 following a pasture injury; she had a pinched nerve on the left side, and developed compensatory laminitis in her right front. We have very slowly, very gradually worked to this point in her rehabilitation (please see her playlist devoted to documenting the entire process, accessible from my main page).

I work very closely with an expert in laminitis cases, and I do nothing without her express consent. Clue is in special shoes (Epona shoes) in the front to help cushion her movement. I am very emotionally and financially invested in this horse, and I wouldn’t do anything to further jeopardize her livelihood. In the paddock–if you’ve watched my other videos–you can see that she is a very lively and comfortable animal, galloping, rearing, and bucking–your typical six-year-old mare.

The footage in the beginning is of a typical lunging session. She is in balancing side reins, which are set on the loosest setting; she usually works in them quietly, but she was feeling a little spunky (if you couldn’t tell from her lovely flying leap). The footage just basically focuses on upward and downward transitions.

The riding footage depicts our first ride outside this season; the weather was finally warm enough for it. There were horses out in the paddocks who were happily galloping around and/or grazing while I was riding. Clue was always a very social girl; when horses used to leave the ring and we didn’t, she’d sometimes pitch a major hissy (which you can see in some of the riding videos before she got hurt). As soon as I swung a leg up, I could tell she was going to be more forward than she’s been in a long time, but I felt prepared to deal with it. Note that I have my leg a little forward–you’ll see that it proves rather handy later in the ride.

Clue wanted nothing more than to blast off into a canter–and I have to say, that’s been one of the hardest things for both of us. We used to love blowing off some steam in a good canter or gallop. She was getting very frustrated during the ride that I wouldn’t let her go into the canter–she almost got me a few times. If it looks like she’s taking a stiff step, that’s the moment where she’s trying to strike off into the canter–and it looks awkward because I’m having to hold her back. She finally got mad enough at me that she tried to blast off down the long side, and when I called her on it, she started bucking. When she realized that wasn’t getting her anywhere, she decided to rear up–the first time she ever reared with me. While it wasn’t frightening, it was rather surprising.

As I always prefer to be cautious with my horses–especially Clue, given her ongoing rehabilitation–I didn’t ride her again until after her next visit with Daisy. During Daisy’s visit, we turned her out in the indoor, and she was happy as a clam and moving beautifully. The pattern really seems to be that she wants to go, go, go–it’s spring, she’s young, she’s getting back her muscle–but she needs to accept that she’s not ready to be galloping around at the speed of light with a rider. In my subsequent ride, which I’ll be posting soon, she didn’t get herself as upset about it, but she definitely was trying to sneak into a canter any time I let my guard down even a little. To say it makes me want to cry when she is so determined to be working like she used to–and I have to tell her “No, you can’t”–is an understatement. She doesn’t seem to know anything was wrong with her–which is good–but you can see how it’d create some miscommunication. I am so proud of her for just being herself–she’s always been a firey, ready-to-go kind of mare, and I love that about her and think it’s what’s kept her alive.

I felt the need to type this rather lengthy description because I know what to expect from the type of people who randomly float onto these videos and make a snap judgment. Spare me the effort of blocking you.
